Course detail: Post-Blast Reconstruction Refresher Course
Course Description
The Post Blast Reconstruction Refresher Course, presented by KLETC in collaboration with the Overland Park Police Bomb Squad, provides investigators with an opportunity to review and apply foundational skills used in post blast scene processing and explosive device reconstruction.
Participants will review concepts from basic arson, crime scene, and post blast investigation training before working in teams to process two simulated post blast scenes on a live training range. Each team will organize scene processing activities, document and collect evidence, evaluate recovered debris and photographs, and present its findings. The practical exercise concludes with participants developing a sketched reconstruction of the device as they believe it appeared prior to detonation.

Participants will apply post blast investigative principles to organize scene processing activities, document and collect evidence, analyze explosive debris, and reconstruct an explosive device based on physical and photographic evidence.
Learning Objectives
Upon successful completion of this course, participants will be able to:
- Demonstrate foundational knowledge of explosives and methods of detonation.
- Organize personnel to properly document, search, and collect evidence from a post blast scene.
- Evaluate photographs, physical evidence, and recovered debris to identify characteristics of an explosive device.
- Produce a sketched reconstruction of an explosive device as it likely appeared prior to detonation based on evidence recovered from the scene.

Prerequisite: Participants must have previously completed a recognized basic arson investigation, crime scene investigation, or post blast investigation course.
Course Requirements
- 100 % attendance and participation
- Participants should wear durable, comfortable clothing appropriate for processing an outdoor crime scene
- Participants should bring a refillable water bottle and be prepared for physical activity associated with searching and processing an outdoor post blast scene
Recommended Equipment
Participants are encouraged to bring equipment that may assist with documenting, photographing, searching, and collecting evidence from a post blast scene, including:
- Shovel
- Sifter
- Metal detector
- Camera, if not using a phone
- Protective gloves
The training device will be detonated as part of the practical exercise. Debris size and location will vary, and recovered materials may have sharp edges. Participants should use appropriate protective equipment while processing the scene.

Notice of Availability of the KLETC Annual Security and Fire Safety Report: The University of Kansas has determined that the Kansas Law Enforcement Training Center (KLETC) main campus in Hutchinson and its regional sites in Dodge City, Hays, and Parsons are separate campuses. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred On-Campus; in On-Campus Student Housing Facilities; in Non-Campus buildings or property owned or controlled by the institution or a recognized student organization; and on Public Property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years. A paper copy of the report will be provided upon request.
