Course detail: Fundamental Cell Entry and Extraction

Course description: 
Fundamental Cell Entry and Extraction provides deputies with the foundational knowledge and practical skills required to plan, execute, and document safe and lawful cell entries. This training emphasizes teamwork, communication, and control tactics for both compliant and aggressive detainees. Participants will develop a working understanding of legal authority, available tools, planning and coordination, and post-extraction care and documentation. Instruction combines lecture, discussion, and realistic scenario-based exercises.

Core competency: 
Deputies will demonstrate the ability to lawfully, safely, and effectively plan, execute, and document a coordinated cell entry and extraction using sound tactics, communication, and control techniques consistent with agency policy and legal standards.

Training Objectives:
Upon successful completion of this course, participants will be able to:

  • Apply legal authority and justification. Identify and articulate the legal standards and governmental interests that authorize cell entry and extraction operations.
  • Select and utilize tools and equipment appropriately. Recognize and apply appropriate tools such as OC delivery systems, shields, breaching tools, and protective equipment based on the situation.
  • Develop a coordinated cell entry plan. Prepare written documentation outlining objectives, team roles, and contingency measures for a planned extraction.
  • Execute safe and controlled cell entries. Demonstrate team movement and communication strategies while accounting for environmental and safety considerations inside and outside the cell.
  • Apply control and restraint techniques. Work as a coordinated team to safely gain control of and restrain a resistant or aggressive detainee.
  • Perform post-extraction procedures. Conduct post-incident documentation, medical assessment, and team debriefing consistent with policy and best practices.

 The University of Kansas has determined that the Kansas Law Enforcement Training Center (KLETC) main campus in Hutchinson and its regional sites in Dodge City, Hays, and Parsons are separate campuses.  The report contains information regarding campus safety and security including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (Timely Warnings and Emergency Notifications); fire safety policies and procedures; programs to prevent sexual assault, domestic violence, dating violence, and stalking; the procedures the institution will follow when one of these crimes is reported; and other matters of importance related to security on campus. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred On-Campus; in On-Campus Student Housing Facilities; in Non-Campus buildings or property owned or controlled by the institution or a recognized student organization; and on Public Property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years.

Please wear athletic clothing as the drills will be physical. Please bring a pen, notebook, mouthpiece (Optional), outer vest, and duty belt. I recommend bringing a water bottle to stay hydrated.
