Course detail: Toddlers Leading Babies: Building Your Bench

Course Description:

It's a funny title, but reflects a very real challenge: Police agencies are promoting officers into leadership roles earlier in their careers, often before they've had the time on the job previous generations relied on. The answer is not simply sending them to supervisor school after the stripes go on. Leadership development has to start earlier.

This interactive workshop challenges participants to examine how their agencies identify, develop, and prepare future leaders across the entire career pipeline- from hiring and initial training through on-the-job development and formal preparation.

Through discussion, practical exercises, and real-world examples, participants will examine what effective leadership actually requires-and whether their agencies are developing those abilities before promotion. The course focuses on creating intentional opportunities for officers to build judgment, confidence, and leadership capacity over time, rather than expecting those skills to appear once the stripes go on. It also challenges agencies to look critically at whether their developmental pathways and supervisory training actually prepare people for the job.

Participants will leave with a practical framework for moving leadership development from something that happens after promotion to something intentionally built throughout an officer's career.

Course Objectives:

By the conclusion of the workshop, participants will be able to:

Define the competencies their organization needs from effective supervisors and leaders and evaluate those competencies based on how frequently they are required and the consequences of getting them wrong.
Examine leadership development across the employee lifecycle, beginning with recruitment and hiring and continuing through academy training, field training, post-training development, and preparation for formal supervision.
Evaluate whether current hiring, training, and developmental practices intentionally build the capabilities the organization expects from future leaders.
Design practical developmental opportunities that build leadership capacity before promotion through progressively greater responsibility, problem solving, organizational exposure, coaching, and meaningful opportunities to lead.
Evaluate supervisory training and the agency's overall leadership development pipeline for gaps, alignment, and practical application, and identify specific actions to strengthen preparation of the next generation of leaders.

The University of Kansas has determined that the Kansas Law Enforcement Training Center (KLETC) main campus in Hutchinson and its regional sites in Dodge City, Hays, and Parsons are separate campuses. This determination was made in consultation with the Department of Education. The report is available online at: https://civilrights.ku.edu/clery.

The report contains information regarding campus safety and security including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (Timely Warnings and Emergency Notifications); fire safety policies and procedures; programs to prevent sexual assault, domestic violence, dating violence, and stalking; the procedures the institution will follow when one of these crimes is reported; and other matters of importance related to security on campus. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred On-Campus; in On-Campus Student Housing Facilities; in Non-Campus buildings or property owned or controlled by the institution or a recognized student organization; and on Public Property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years.

Hank Prim

Biography: Hank Prim is the City Administrator for Box Elder, South Dakota, and a former law enforcement executive with the South Dakota Division of Criminal Investigation (DCI). As City Administrator, he serves as the City's chief administrative officer, overseeing municipal operations, department leadership, budgeting, policy implementation, and organizational priorities. Hank previously served as South Dakota's Law Enforcement Training Administrator and Executive Secretary (Director) for the Law Enforcement Officers Standards and Training Commission, overseeing training, compliance and certification for approximately 2,000 police officers and 350 public safety telecommunicators. In that role, he worked with and advised law enforcement leaders from large metropolitan and statewide agencies to small rural departments. He later managed regional field operations and statewide programs for DCI, overseeing complex investigations, critical incident capabilities, statewide public integrity programs, and the recruitment and development of sworn personnel. Before moving into formal law enforcement leadership, Hank served as a DCI special agent assigned to major crime investigations. His field experience included complex violent crime, drug trafficking, and financial investigations; multi-agency critical incident response; and assignments with FBI and U.S. Marshals task forces. He also served as a field training agent for new special agents and as an instructor at the South Dakota Basic Law Enforcement Certification Course. Hank is a graduate of FBI National Academy Session 293 and holds a Master of Science in Law Enforcement and Public Safety Leadership from the University of San Diego, a Graduate Certificate in Criminal Justice Education from the University of Virginia, and a Bachelor of Arts in Political Economy from Hillsdale College. Hank maintains his South Dakota law enforcement certification working as a part-time police officer and police agency executive advisor.
