Morning Session: 0900-1200

A General Study of the Active Shooter Problem and How to Minimize Victims

This fast paced and research driven presentation examines the evolution of the active shooter threat and the recurring challenges that contribute to high victim counts. Drawing on lessons learned from attacks at schools, churches, businesses, and government facilities, the session provides a structured analysis of attacker behavior, weapon selection, target environments, and common attack dynamics.


Participants will explore critical planning concepts, including the importance of time and response math in shaping outcomes. The presentation offers practical recommendations for individuals and organizations aimed at reducing victimization through preparation, awareness, and informed response planning.


This session establishes a foundational understanding of the threat environment that informs more advanced law enforcement specific strategies discussed in the afternoon session.


Afternoon Session: 1300-1500

Critical Law Enforcement Lessons Learned from Active Shooter Attacks

Building on the morning's threat analysis, this session focuses specifically on law enforcement response to active shooter incidents. Participants will examine operational realities, environmental challenges, and the most likely engagement dynamics officers will face during these events.


Through analysis of both successful and failed interdiction efforts, the presentation highlights more than twenty critical lessons learned from prior incidents. Topics include tactical preparation, mental readiness, environmental considerations, and differences in response across various attack locations.


This session is designed to assist law enforcement leaders in strengthening agency training, skill development, and operational preparation to improve response effectiveness and minimize casualties.


Learning Objectives

Participants will be able to:

  1. Analyze patterns and characteristics common to active shooter incidents across multiple environments.

  2. Explain how time factors and response dynamics influence casualty outcomes.

  3. Identify operational lessons learned from prior interdiction efforts.

This determination was made in consultation with the Department of Education. The report is available online at: https://civilrights.ku.edu/cleryThe report contains information regarding campus safety and security including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (Timely Warnings and Emergency Notifications); fire safety policies and procedures; programs to prevent sexual assault, domestic violence, dating violence, and stalking; the procedures the institution will follow when one of these crimes is reported; and other matters of importance related to security on campus. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred On-Campus; in On-Campus Student Housing Facilities; in Non-Campus buildings or property owned or controlled by the institution or a recognized student organization; and on Public Property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years.  A paper copy of the report will be provided upon request.
