Course detail: PORT Refresher Training (Public Order Response Team)

Course Description:
The PORT Refresher training (Public Order Response Team) provides law enforcement officers with an opportunity to refresh and reinforce public order response skills originally introduced during basic training under the Field Force curriculum. The course is instructed by certified members of the Johnson County Sheriff's Office Public Order Response Team and reflects current best practices supported by case law.

This refresher course focuses on lawful and effective public order tactics, including command structure, formations, and coordinated movements. Emphasis is placed on understanding the legal foundation for public order response and the practical application of tactics in large scale or crowd management situations. Participants will review how public order response differs from traditional field force operations and why these distinctions are supported by legal precedent.

Officers are encouraged to bring personal or issued equipment relevant to public order operations, as familiarity with agency specific equipment is an important component of effective response.

Core Competency
Participants will demonstrate the ability to apply lawful public order response tactics by using proper commands, formations, and coordinated movements in accordance with case law and established public order response principles.

Learning Objectives:
Upon successful completion of this course, participants will be able to:
  • Explain relevant case law governing public order response and crowd management.
  • Demonstrate proper use of basic commands used during public order operations.
  • Establish and maintain basic public order formations.
  • Execute coordinated formation movements during simulated public order scenarios.

  • All law enforcement and public safety personnel assisting or assigned to FIFA World Cup operations.

  • Participants must wear a patrol uniform
  • All weapons and use of force tools will be secured during training

The University of Kansas has determined that the Kansas Law Enforcement Training Center (KLETC) main campus in Hutchinson and its regional sites in Dodge City, Hays, and Parsons are separate campuses. This determination was made in consultation with the Department of Education. The report is available online at: https://civilrights.ku.edu/clery. The report contains information regarding campus safety and security including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (Timely Warnings and Emergency Notifications); fire safety policies and procedures; programs to prevent sexual assault, domestic violence, dating violence, and stalking; the procedures the institution will follow when one of these crimes is reported; and other matters of importance related to security on campus. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred On-Campus; in On-Campus Student Housing Facilities; in Non-Campus buildings or property owned or controlled by the institution or a recognized student organization; and on Public Property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years.  A paper copy of the report will be provided upon request. If you would like to receive a paper copy, you can request that a copy be mailed to you by calling 785-864-6414 or emailing civilrights@ku.edu or arrange for pick-up at a KLETC location.

Bulletin

Students attending will need to wear patrol uniform. All weapons and levels of force will be secured during training. Please bring a refillable water bottle as hydration is important as some of the training will be physical. Participants are responsible for all travel, meals, and lodging expenses as necessary.
