Course detail: Fire Forum February 2026

This regional training event provides attendees with the opportunity to learn from fire service trainers and thought leaders from across the American fire service. Offered in a limited-seating format, participants can interact and engage in the forum to understand how the messages relate to their individual or departmental needs. Tactics, training, and leadership: There's something to help everyone become more aggressively effective.

Critical Thinking for Fire Officer Development
This class focuses on human dynamics and critical thinking skills rather than operational/administrative aspects. Leadership can be taught, but effectiveness comes from experience. This class enlightens and prepares aspiring and current officers by employing tried and true methods garnered from actual incidents and the skills needed to recognize and process information to proactively address situations in fireground/firehouse environments. Simplified practical leadership tactics provide ICs an uncomplicated approach to fireground accountability and management. With proactive implementation of leadership and management strategies, students will effectively perform in any capacity to achieve the desired outcome.

First Due Boss for Beginners
This class is for new or acting officers seeking to hone their skills when they find themselves first due and must take immediate action. Included is functional size-up, initial radio report, incident priorities, incident action templates, resources, accountability and tracking, placing companies, and radio transmissions, to provide the student with all the necessary engagement tools to be effective on the fly, without being bogged down with process and algorithms. Student interaction is required.

Leigh Shapiro  Deputy Chief Leigh Shapiro (Ret.) started his fire service career as a volunteer in Blue Hills (CT) Fire Department and an EMT for theCity of Hartford (CT). In 1988, he was hired by the Hartford Fire Department, where over 28 years he ascended through the ranks from firefighter, lieutenant, captain, deputy chief, senior tour commander, and ultimately to assistant fire chief/deputy director of emergency management. As a firefighter and officer, Shapiro was assigned to the busiest engine and ladder companies and served on both rescue companies.

He holds AAS in Fire Technology, a BS in Public Safety Administration, and an MS in Executive Fire Service Leadership, as well as multiple certifications.

He is an Adjunct Instructor for the State of Connecticut Office of Education and Data Management's Fire Investigator Pre-Certification Program. He is an Adjunct Professor for the Fire Science and Emergency Management Degree Program at the University of New Haven. He is an Adjunct Faculty Instructor for the Fire Technology and Administration Degree Program at CT State Community College. Shapiro is a New England F.O.O.L.S. chapter instructor.

Shapiro is a committee member for NFPA-1710, the senior technical and strategic advisor for Capital City Industries, LLC. He consults with municipal and private agencies and individuals on strategic and technical matters, specializing in oral exam readiness and officer succession development.

He is a frequent contributor to Fire Engineering, authoring articles and online features in addition to being a guest on multiple podcasts and webcasts. He is a reviewer and contributor for Jones and Bartlett. His works include:
