Course detail: Disturbance or Active Threat on Public Transportation

Course Description
This course prepares law enforcement officers to respond effectively to disturbances and active threat situations on public transportation, with specific application to the RideKC bus environment. As major events such as the FIFA World Cup increase ridership and crowd density, officers must be equipped to manage incidents in confined, mobile settings. Participants will learn patrol level response options for handling non-compliant riders, escalating disturbances, and active threats aboard buses. The course emphasizes de-escalation when possible and coordinated tactical intervention when necessary. Training includes safe bus disabling procedures, subject removal techniques, controlled entry concepts, and post incident scene management to reduce the risk of injury and support public safety.

Core Competency
Participants will demonstrate the ability to safely and effectively respond to disturbances or active threat situations on public transportation by applying sound judgment, tactical coordination, and appropriate control measures to protect the public, responders, and critical infrastructure.

Course Objectives:
Upon successful completion of this course participants will be able to:
  • Safely disable a RideKC bus, including shutting down the engine and addressing hydraulic door systems. 
  • Apply defensive tactics and coordinated techniques to remove a subject from a bus environment. 
  • Organize and execute a controlled tubular entry into a bus when necessary to address an active threat. 
  • Secure victims, detain suspects, and preserve the scene following a disturbance or assault on public transportation.
Who Should Attend:
  • All law enforcement and public safety personnel, especially assigned to or supporting safety operations related to FIFA World Cup events or public transportation responses.

  • 100% attendance is required for course completion
  • Participants must wear a patrol uniform
  • All weapons and use of force tools will be secured during training
  • Participants should bring a refillable water bottle, as portions of the training will be physically active

The University of Kansas has determined that the Kansas Law Enforcement Training Center (KLETC) main campus in Hutchinson and its regional sites in Dodge City, Hays, and Parsons are separate campuses. This determination was made in consultation with the Department of Education. The report is available online at: https://civilrights.ku.edu/clery. The report contains information regarding campus safety and security including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (Timely Warnings and Emergency Notifications); fire safety policies and procedures; programs to prevent sexual assault, domestic violence, dating violence, and stalking; the procedures the institution will follow when one of these crimes is reported; and other matters of importance related to security on campus. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred On-Campus; in On-Campus Student Housing Facilities; in Non-Campus buildings or property owned or controlled by the institution or a recognized student organization; and on Public Property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years.  A paper copy of the report will be provided upon request. If you would like to receive a paper copy, you can request that a copy be mailed to you by calling 785-864-6414 or emailing civilrights@ku.edu or arrange for pick-up at a KLETC location.

Bulletin

Students attending will need to wear patrol uniform. All weapons and levels of force will be secured during training. Please bring a refillable water bottle as hydration is important as some of the training will be physical. Participants are responsible for their own travel, meals, and lodging as needed.
