Biography: Rick Wall retired as the Chief of Police for the California State University, Los Angeles. Previously he retired from the Los Angeles Police Department as a Captain after 32 years of honorable service. He also worked as Director of Security for a Fortune 500 Company and served as an Inspector for the University of Texas-Houston overseeing threat management and criminal intelligence.While with the LAPD Rick was responsible for identifying and implementing "best practices" for law enforcement responses to persons with mental illness. These programs resulted in a significant reduction in violent encounters between LAPD officers and mentally ill persons, and have been the model for many other law enforcement organizations. Rick also maintained line supervision over the Threat Management Unit detectives assigned to investigate stalking cases and cases involving threats of workplace, school or venue violence. He has reviewed hundreds of officer-involved shootings (OIS) from agencies across the country and identified protocols for identifying and investigating suicide-by-cop (SbC).Rick has appeared before the United States Congress Committee on the Judiciary as a subject matter expert where he testified to the issues related to the impact of law enforcement responses to the mentally ill, and has served on advisory boards for the International Association of Chiefs of Police (IACP), the Police Executive Research Forum (PERF), and the Bureau of Justice Administration (BJA). As a Fulbright Scholar Rick was awarded a grant to study ethics in policing at the National Police Staff College, Bramshill, UK.
