No image available Biography: Steve Owens served 25 years with the Lancaster City (PA) Police. Steve served in many rolesin his years with the Department including being a Detective in various units as well as being a member of thetraining cadre for 20 years. He was assigned as a Task Force Officer with the FBI Capital City Violent CrimeTask Force. In 2016, in response to the increasing demand for evidence from various forms of electronic data andelectronic surveillance, a position was created for Steve to specifically support investigations with the acquisitionof various types of electronic evidence through surveillance and forensic recovery techniques. Steve's primaryresponsibility was supporting investigators with acquiring and preparing the electronic evidence they needed toadvance and prosecute their cases. Steve was additionally tasked with gathering and disseminating intelligencefrom social media to support the overall mission of the Lancaster City Police and surrounding jurisdictions. Steveacquired his FAA Part 107 sUAS pilots license and helped develop and deploy the department's drone program.Steve held both A and B certifications under Pennsylvania's Wiretap Act. He is a court recognized expert incellular telephone records analysis and mapping as well as forensic telephone extractions and analysis.
