Course detail: KBI Laboratory Services in Support of Violent Crime Investigations


While many agencies have programs in crime scene processing, the level of training and resources available varies from jurisdiction to jurisdiction, as does the opportunity to work with evidence. To help these agencies, the Kansas Bureau of Investigation has developed a comprehensive Lab Services Training and Outreach Program.  The focus of this round of lab services training will be on the laboratory sections that are most utilized in support of violent crime investigations. 

Core Competencies:

  • Participants will employ best practices as they investigate any crime from its beginning to its eventual disposition, either as an individual or as part of an investigatory team. 

 

Course Objectives:

General:

  • Learn the KBI Laboratory's mission
  • Receive a brief overview of all services provided by the KBI Laboratory
  • Learn resources available on demand - Evidence Submission Guidelines
Biology Casework:

  • Learn the proper way to collect and package samples for Biology testing
  • Understand the Biology Evidence Submission Guidelines and where to find that information
  • Understand the types of testing we can perform
  • Understand the requirements for samples to be eligible for CODIS
  • Learn how to read a Biology report 
Latent Prints:

  • Identify the conditions that affect the recovery of latent prints and how to maximize the preservation of latent prints
  • Name latent print development and preservation techniques, including blood reagents
  • Summarize the steps for submitting images of latent prints for an examination
  • Understand how Automated Biometric Identification Systems(ABIS) are used in a latent print examination 
  • Describe how to read and interpret a Latent Print Section report
 Firearms and Toolmarks:

  • Learn the basic services the section provides
  • Learn general collection and packaging processes for firearm exams
  • Understand conclusions used for firearm exam reports
Digital Evidence:

  • Learn how to identify different digital devices
  • Learn how to collect, package, and submit items for digital evidence.
  • Understand the importance of radio frequency shielding and network isolation.
  • Understand the submission process and the proper legal authority required.
  • Understand examination results and evidence files provided to the customer.
Summary and Crime Scene Scenarios:
  • Collaboratively discuss evidence collection and laboratory submission from mock crime scene scenarios
