Course detail: 2024 KBI Laboratory - Chemistry, Toxicology, Biology, Databank, and Case Inquiry

While many agencies have programs in crime scene processing, the level of training and resources available varies from jurisdiction to jurisdiction, as does the opportunity to work with evidence. To help these agencies, the Kansas Bureau of Investigation has developed a comprehensive Lab Services Training and Outreach Program. 

Course Competency: Participants will employ best practices as they investigate any crime from its beginning to its eventual disposition; either as an individual or part of an investigatory team. 

Course Objectives: 
Toxicology 
  • Understand submission requirements for impaired driving cases
  • Learn pre-submission parameters affecting analysis
  • Learn current trends in impaired driving cases
  • Understand the KBI's post-mortem testing capabilities and collaboration with public health on drug overdose cases

Chemistry
  • Understand the general  submission and packaging requirements for seized drugs and clandestine laboratory cases
  • Learn emerging threats in drug chemistry
  • Understand the basics of Delta-8 THC, hemp and marijuana
  • Learn about resources for seized drugs field testing

Biology Casework
  • Learn the proper way to collect and package samples for Biology testing
  • Understand the Biology Evidence Submission Guidelines and where to find that information
  • Understand the types of testing we can perform
  • Understand the requirements for samples to be eligible for CODIS
  • Learn how to read a Biology report

Databank 
  • Learn the steps involved in offender DNA collection including the remote offender DNA collection module
  •  Know the offender DNA collection law K.S.A. 21-2511 and who qualifies
  • Understand the importance of offender DNA collection and CODIS hits

Case Inquiry
  • Learn how to access case information and download lab reports

The University of Kansas has determined that the Kansas Law Enforcement Training Center (KLETC) main campus in Hutchinson and its regional sites in Dodge City, Hays, and Parsons are separate campuses. This determination was made in consultation with the Department of Education. The report is available online at: https://civilrights.ku.edu/clery.

The report contains information regarding campus safety and security including topics such as: campus law enforcement authority; crime reporting policies; campus alerts (Timely Warnings and Emergency Notifications); fire safety policies and procedures; programs to prevent sexual assault, domestic violence, dating violence, and stalking; the procedures the institution will follow when one of these crimes is reported; and other matters of importance related to security on campus. The report also contains information about crime statistics for the three most recent calendar years concerning reported crimes that occurred On-Campus; in On-Campus Student Housing Facilities; in Non-Campus buildings or property owned or controlled by the institution or a recognized student organization; and on Public Property within, or immediately adjacent to and accessible from, the campus. The report also contains fire statistics for any fires occurring in an On-Campus Student Housing Facility during the three most recent calendar years.

 A paper copy of the report will be provided upon request. If you would like to receive a paper copy, you can request that a copy be mailed to you by calling 785-864-6414 or emailing civilrights@ku.edu or arrange for pick-up at a KLETC location.

Bulletin

A fee of $10.00 will be assessed for all participants who do not show up for the training and have no communication with KLETC before the class start time. To participate in KLETC Zoom trainings, you should make every attempt to use a computer with a working camera and microphone as well as a strong internet connection.
