Jean Lubke, Ph.D. is the Executive Director of Curriculum and Instruction for Rochester Public Schools in Rochester, Minnesota. Prior to this position, she served as the Director of Curriculum, Instruction, and Professional Development for St. Paul Public Schools in St. Paul, Minnesota; before that, the Director of Curriculum and Instruction for Eden Prairie Schools in Eden Prairie, Minnesota. Dr. Lubke has also been recognized as the 2013 MASA Kay E. Jacobs Outstanding Female Administrator.

She received her Bachelor of Science in elementary education from Moorhead State University, and both her MA in elementary education and Ph.D. in curriculum and instruction from the University of Minnesota. Over the course of her career, she has held many positions: a teacher for grades 4-6 at both St. Mathias School in Hampton, Minnesota and Holy Trinity School in South St. Paul; curriculum specialist and program manager for the Unisys Corporation in Roseville, Minnesota; manager of corporate learning and diversity for Imation Corp. in Oakdale, Minnesota; and principal consultant for CompATents, where she provided trainer instruction, course design services, and facilitated focus groups.

Dr. Lubke held adjunct faculty positions at the University of Minnesota, where she taught Leadership of Teaching and Learning and Introduction to Curriculum Systems; Capella University in Minneapolis, Minnesota, designing graduate courses in training and performance improvement; University of Wisconsin - River Falls, where she taught courses on organization communication.
