Course detail: National Insurance Crime Bureau

While the shortest distance between two points may be a straight line, NICB has learned that insurance crime investigations seldom follow a linear path. Bends, bows, kinks, curves, and tangents typically arise that impede investigations and throw them off course. That's where NICB's 100+ years of relationship-building comes into play: our deep roots with our member insurance companies, law enforcement agencies, and public agencies are vital to our ability to follow the twists and turns we encounter to detect, deter and stop insurance crimes. 

NICB's investigative efforts focus on multi-claim, multi-carrier investigations of major criminal activity in concert with our members and law enforcement agencies nationwide. We are the country's only private organization that takes a multi-carrier approach to fraud and theft investigations. 

To facilitate investigations, NICB agents serve our members and collaborate with law enforcement agencies across eight regional field offices. Through an electronic claim referral process, NICB agents work with representatives from member company claims and special investigation unit groups, as well as law enforcement agency professionals, to investigate suspicious insurance claims and support civil and criminal prosecutions of those committing vehicle theft and insurance fraud. NICB investigators are also active participants in, and leaders of, multiple insurance crime task forces nationwide. 

This presentation will focus on the most commonly investigated crimes while providing an overview of the services we offer to Law Enforcement agencies, including our database and specialized programs. 
  •  Arson for Profit - this will cover structures both commercial and residential as well as vehicles and equipment. 
  •  NICB Overview - We will cover all the services we offer to LEO, our database, specialized programs such as bait cars, LPRS, etc. 
  •  BERLA infotainment - Downloading of electronic data, cell phone usage from a vehicle's infotainment system.
  •  Identifying Stolen Vehicles / VIN flips / Clones - This will cover how to ID stolen vehicles, determine if you have a clone, hidden VIN locations.

 Instructor Bios

 Todd Porter began his career with the Wichita Police Department (KS) in 1992 and worked various assignments throughout his career. He was a Field Training Officer (FTO) for new officers from the academy. After being promoted to Detective he worked in the Fraud & Financial Crimes unit, Professional Standards unit, Targeted Offender unit, Narcotics unit, and Auto Theft unit. Todd also spent time assigned to a DEA Task Force and the BTK Task Force. Todd was also the Team Safety Officer for the department's Clan Lab Enforcement Team. Todd was also a certified instructor for the Wichita Police Department on Narcotics Field Testing and Vehicle inspections and identification. Todd joined the National Insurance Crime Bureau (NICB) 2018 as a Special Agent assigned to cover Kansas and Western Missouri. 

Eric Anderson began his career in law enforcement in 1999 with the Kansas City Missouri Police Department. In 2003 Eric moved to the Lee's Summit Missouri Police Department where he worked for 12 years. During his time as a police officer, Eric worked in patrol and as a Field Training Officer. He spent several years in the Investigation Unit, primarily investigating property crimes. Eric's last four years were spent as a patrol sergeant. In 2015 Eric joined the National Insurance Crime Bureau as a Special Agent. Eric received a Bachelor's degree in Criminal Justice from Central Missouri State University in 1999 and a Master's degree in Criminal Justice from the University of Central Missouri in 2012.
